Is he the Elijah promised on old testament?
The Apostles went in the spirit and the power of Christ but It did not make them Christ. Act's 1:8 But ye shall receive power after that the Holy Ghost is come upon you.Not Elijah reincarnated, but according to the angel Gabriel and Jesus, he is Elijah.
Here is what the angel Gabriel said when telling about John the Baptist's birth.
LUKE 1 - "Do not be afraid, Zechariah, because your prayer has been heard. Your wife Elizabeth will bear you a son, and you will name him John. There will be joy and delight for you, and many will rejoice at his birth. For he will be great in the sight of the Lord and will never drink wine or beer. He will be filled with the Holy Spirit while still in his mother’s womb. He will turn many of the sons of Israel to the Lord their God. And he will go before Him in the spirit and power of Elijah, to turn the hearts of fathers to their children, and the disobedient to the understanding of the righteous, to make ready for the Lord a prepared people."
And here is what Jesus said about John.
MATTHEW 11 - "From the days of John the Baptist until now, the kingdom of heaven has been forcefully advancing, and forceful men lay hold of it. For all the Prophets and the Law prophesied until John. And if you are willing to accept it, he is the Elijah who was to come. He who has ears, let him hear."

No, John the Baptist was not Elijah!
Matthew 11, NASBThe Greek phrase thelo dechomai translated "willing to accept" here is an intellectual idiom meaning to accept a teaching figuratively. John came in the same spirit and calling as Elijah, as Dr. Luke wrote in his gospel, but was not himself a "reincarnation" of Elijah. That goes against biblical teaching.
14 "And if you are willing to accept it, John himself is Elijah who was to come."
Luke 1
17 "It is he who will go as a forerunner before Him in the spirit and power of Elijah, TO TURN THE HEARTS OF THE FATHERS BACK TO THE CHILDREN, and the disobedient to the attitude of the righteous, so as to make ready a people prepared for the Lord."
So you believe in reincarnation ?I'll stick with what Jesus said:
Matt:17:10 And his disciples asked him, saying , Why then say the scribes that Elias must first come ? 11 And Jesus answered and said unto them, Elias truly shall first come , and restore all things.12 But I say unto you, That Elias is come already, and they knew him not, but have done unto him whatsoever they listed . Likewise shall also the Son of man suffer of them.

Recognize that when people speak they often use figures of speech.I'll stick with what Jesus said

Jesus also said concerning the bread, "this is my body".
Obviously not to be taken literally (or maybe not so... to some)

Good, but understand it now only for what He said, but also how He said it. No way did Jesus mean Elijah himself had returned.I'll stick with what Jesus said:
