Is Satan already bound up for 1000 years?

If Satan has already been bound, why haven't the believers who have been beheaded for the name of Christ been raised? (Revelation 20:4)

I understand these to be the martyrs from chapter 6 who then cried for vengeance but now are with Christ, victorious over those persecuting (chapter 19) previously on behalf of Satan.
