If I understand your question. No. While both involve the Holy Spirit. Being born again and being changed at or after the resurrection are distinct events. One is for the now and the other at Christ:s appearing.

Does that begin by being indwelled with the Spirit of adoption and becomes fulfilled at the appearing of the Lord, by being raised and or changed, from the soul of the flesh being in the blood, to the soul of the flesh being in Spirit? The adoption to wit?
