I have pondered more than once about such as this.
The Scriptures state that God will and does send an evil spirit. (1 Sam 18:10)
Elijah cried out asking God if He brought evil to the woman. (1Kings 17:20)
Daniel states that God watches people do evil and turns it back upon them. (Daniel 9:13, 14)
We know that God does not use evil to tempt a person. (James 1:13)
The Scriptures teach that "All things work ...." (Romans 8:28)
I realize that much of the evil is what we might consider the consequences of behavior, but even in that it is no guarantee that God is not using the innocent trauma to confirm the evil in the wicked heart that they be ever more wicked.
Stoning Stephen was evil - but it helped bring Saul to Christ.
So, would it be possible for God to foreknow, permit, even cause evil to happen?
The answer must be, yes, God does allow, permit, even use evil - even upon the righteous (Job, Paul).
It stands against what we might prefer to present is a God full of Love and Compassion. But God is also a God of direct, personal, and purposed involvement in the lives of His own.
The principle of His approval over all that has and will happen to the believer is not conditioned upon how right we are with God.
Why, we may never know.
