It's quite odd that logging and other forest management activities are banned while pulp and paper manufacturing and product sales are okay. Seems like a disconnect in the overall process - if no trees make it to the paper mill, what will it be using to make paper?

What are they doing in Italy? Seems to me if anyplace in the world would be implementing the mark of the beast to facilitate commerce, that would be the first place.

Perhaps the OP is a bit dramatic, but are you certain enough that it's just a conspiracy theory that you just dismiss it out of hand as ridiculous?? Might you consider the possibility that - IF TRUE - you could be looking for the clues to such implementation??
May or not be legitimate, but the potential sure is there for it to be true.
Israel totally disregarded scads of prophetic warnings that God was about to raise a ruckus if they didn't straighten up, but the prophets were just scorned until the enemy chariots came rolling into the land.
