Liability it does.

You are , quite simply , wrong.

Texas requires proof of financial responsibility. If you have enough cash in the bank to cover the minimum liability requirements, no insurance is necessary. Just proof you have the cash. If you don't own a vehicle or don't drive, you are not required to prove anything.

That's an important distinction. No one is "required" by the state to purchase an insurance product.

Period.

Give me some reference for that. I remember when the mandatory auto liability insurance law was passed in summer, 1982. I was taking State Government that summer, and I had to make a presentation taking one side or the other. And you are still asked to show your insurance card when you have your vehicle inspected.

Because that's what the vast majority of people will have. But if they have a surety bond for cash or real estate, that works just as well.

Just because the guy at the inspection station asks you for your "insurance card" does not mean it is the only way you can show financial responsibility.

The Texas State Comptroller can issue a certificate which will be your proof of responsibility for all legal purposes, including inspection.

----
§ 601.122. DEPOSIT OF CASH OR SECURITIES WITH COMPTROLLER
. (a) A person may establish financial responsibility by
depositing $55,000 with the comptroller
in:
(1) cash; or
(2) securities that:
(A) are of the type that may legally be purchased
by savings banks or trust funds; and
(B) have a market value equal to the required
amount.
(b) On receipt of the deposit, the comptroller shall issue
to the person making the deposit a certificate stating that a
deposit complying with this section has been made.

(c) The comptroller may not accept the deposit and the
department may not accept the certificate unless the deposit or
certificate is accompanied by evidence that an unsatisfied judgment
of any character against the person making the deposit does not
exist in the county in which the person making the deposit resides.
(d) The comptroller shall hold a deposit made under this
section to satisfy, in accordance with this chapter, an execution
on a judgment issued against the person making the deposit for
damages that:
(1) result from the ownership, maintenance, use, or
operation of a motor vehicle after the date the deposit was made;
and
(2) are for:
(A) bodily injury to or death of any person,
including damages for care and loss of services; or
(B) damage to or destruction of property,
including the loss of use of the property.
(e) Money or securities deposited under this section are not
subject to attachment or execution unless the attachment or
execution arises out of a suit for damages described by Subsection
(d).

Acts 1995, 74th Leg., ch. 165, § 1, eff. Sept. 1, 1995. Amended
by Acts 1997, 75th Leg., ch. 1423, § 18.09, eff. Sept. 1, 1997.

OK, anyone in favor of this rather aromatic pile of legislation...tell me this:

Using the logic of Obamacare...doesn't the government have every right to force us to buy and eat broccoli on a daily basis?

After all...it would make us healthier, thus the common good, thus the "general welfare."

See what happens when you put common sense to bad legislation?

That's the direction it's headed.

Liberals have no common sense.

Bingo, but it isn't because of ignorance. They know exactly what they're doing. They will start saying one's "right to good health" supercedes your right to ______________ (fill in the blank). And it's by design.
