Knowledge requires belief.

Depends on what you mean by "belief".
I know that using just lead to shild beta radiation is bad because it can produce x-rays. But I have not experienced that. I know a piece of paper shields alpha particles and have experienced that often. I believe both, but the latter I have a different kind of belief.

General revelation is available to both the believer and the unbeliever (Psalm 19:1-6).
This knowledge condemns humankind (Romans 1:20) without forcing one to believe.
One can know of God without believing.
The book of Proverbs often connects knowledge and wisdom in poetic parallelism.
“The fear of the Lord is the beginning of wisdom,
and the knowledge of the Holy One is insight.” (Proverbs 9:10, ESV 2016)
True wisdom ultimately rests upon an intimate knowledge of the Lord.

How does one know from Romans 1 without believing it? You can't.
God has communicated to people in various ways.
One way he has reveals himself is through his creation (Psalm 19:1; 50:6).
Paul in his epistle to the Romans wrote:
“For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who by their unrighteousness suppress the truth. For what can be known about God is plain to them, because God has shown it to them. For his invisible attributes, namely, his eternal power and divine nature, have been clearly perceived, ever since the creation of the world, in the things that have been made. So they are without excuse.” (Romans 1:18–20, ESV 2016)
Paul tells us that all "ungodly and unrighteous" people [and "all have sinned..." Ro. 3:23] are condemned because they know of him;
"They are without excuse" because they know.
Yet knowing of God doesn't save them. They need more, they need the Word of God.
The Word came to the Israelites in many ways (Hebrews 1:1).
But now the Word has been fully revealed in Jesus, the Messiah. That Word is the Good News we share to the world.

Oh they had beliefs.
Romans 1:19, Because that which may be known of God is manifest in them; for God hath shewed it unto them.
Romans 1:18, For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness; . . .
. . . who hold the truth in unrighteousness; . . .

I know that Mormons think they can become god's but I do not believe it.
19 Thou believes that there is one God; thou does well: the devils also believe, and tremble.
They do not hold the truth, rather they suppress the truth, they hold it down ,resist it.

But they still knew about God and even knew they were rightly judge because of their sin

I can believe and not have faith
a good example I like to give is an example of a person who is at the grand canyon, He somehow lifted a tight rope between the american side and the canadian side. He then takes a wheelbarrow. puts about 200 lbs of rock in it (the weight of an average human adult) and walked across the falls with no protection or net. Meanwhile a crowd gathers and watches him, and each time he makes it from one side to the other. he gets an applause. After a few trips. he stops and he looks to the crowd. and asks them, Who here believes I can take an actual human across to the other side. Excitedly, everyone raises their hands (everyone believes he can do it) He then asks. who is willing to volunteer. at this point only a few raised their hands. however, when it came right down to it. they chickened out (to fall from this line would mean certain death)
you see. everyone BELIEVED he could do it
but no one had faith he could actually do it (not enough to put themselves on the line)
we also see in James
James called them out. if you believe that greate, even demons believe yet tremble
These people claimed to have faith. but at best they believed. their faith was dead. non existent.
