Los Angeles Mayor Eric Garcetti mandated masks to be worn even outdoors in the Los Angeles summer as he said that the city would never open up completely until there is a cure. I wonder how he will enforce that law, especially among the 50,000 homeless living on the sidewalks of downtown Los Angeles?
