How is it the thread title addresses the said congressman as "Loudmouth Wilson". Isn't it also rude and improper to refer to a sitting member of the House of Representatives as "Loudmouth"?

No, because I did not interrupt him while he had the floor. As I already pointed out, criticism is fine...being rude while someone else has the floor is not.
