Luke 2: "taxed" or "registered"?

The KJV's Luke 2:1, 3, & 5 say Joseph & Mary went to be TAXED, while most modern versions read "registered". The Greek here is "apographo", which means "writtern down" or "registered".

We know Augustus Caesar ordered a census of the whole empire in 7 BC, & Quirinius carried outm Augie's order in his bailiwick that same year. Several records of such a census were found in Egypt, and showed that it was a census, not a taxation. And Augie later announced the census was complete, showing a little over 4 million inhabitants in the empire.

So, we must wonder if the KJV goofed by calling it a tax. We know most capitation taxes were collected by publicans, some of whom grew rich by over-taxing far above what the Roman govt. had actually commanded.

So... What are YOUR opinions? Tax, or registry?
