I saw a report that said only 2% of small businesses make over $250K. So when you say small business owners the most, you're referring to the top 2% of small businesses.

That can be misleading. First, it depends on how you define "small business." Second, it doesn't account for the millions of people who have "small businesses" on the side which are really hobbies. Example: My wife was one of those scrapbooking consultants for a few years and she netted about 3k a year, but it was never intended to be the main part of our family income.

The point is, there are many, many people who make in the 250k-750k range, and these are the people who will be hurt most by the marginal tax hike.
