Who was Jesus speaking to:

Only the disciples (vs 16), only "ordained ministers, or all Christians?

He was speaking to the members of the church he established during his earthly ministry. And by extension, to every other New Testament church which followed.

Only the disciples (vs 16), only "ordained ministers, or all Christians?
The promise to be with them to the end of the age doesn't make much sense if it was only the disciples. The command is a command to plant churches and that is for all.
