I've always believed that teachers, just like all other professionals, should have their performance evaluated every year and their pay should be based on performance. However, as has been mentioned, there is a large subjective element to this. Test scores alone are not a good indication of the teacher's effectiveness. Perhaps year over year change in test scores should play a part. Somebody (principal, assistant principle, etc.) needs to observe the teacher periodically. Input from their peers could also be included. By the way, I also think principals should be rated by the teachers.
