Uh no tbey are not. Not anywhere i have ever lived. Pets are pets and failure to control them will get you a citation.
Killing a pet is a First Class Misdemeanor in Florida according to Florida Code Title 46 Chapter 846.12.

That is usually determined by local ordinance. Most state codes conveniently avoid dealing with the subject.

In most jurisdictions cats are considered free range animals. And killing a known pet is, in most jurisdictions, at least a Class C Misdemeanor, and in some jurisdictions it is a felony.
Unless you were protecting property. I have free range chickens. My .204 Ruger has dispatched a pet or two over the past few years. I called the Sheriffs office a couple of times. He told me "shoot em and bury em. If you don't want to bury em call me and I will send county road dept to pick em up. If the owner wants to b.... About it, send them a bill for the chickens." I had one owner fuss a bit. I told him he could pay for the dead chickens, the coop damage, and the emotional distress that killing my sons pet chicken "fat butt" caused him. My friend, who is an attorney said it would probably be worth $5000. The dog owner tucked tail and left.

Killing pets is not a crime here, it is a tort. Killing animals in a non humane manner is a crime. .204 Ruger at 4250fps behind the ear is about as humane as it gets.
