The groupings have nothing to do with it. If an individual can legally exercise a right (in this case being mentally competent with no prior felonies or Lautenburg charges), then they can exercise that right.

Hood rats are killing each other with knives and terrorists in Europe are attacking people with axes and trucks. No big fan of open carry, think it's intimidating if you're not used to it but banning open carry is probably a 2A violation (and beyond ineffective) just like the Chicago gun ban is.
