And yet scripture tells us that "with the mouth confession is made unto salvation".
John, you are the first one--Dr. Rice, that is- who places Rom 10:13 in context. That is, One cannot call on the name of the Lord until they are saved. Well, there goes 10:13 as a proof text for the sinner's prayer.How then shall they call on him in whom they have not believed?'--Rom. 10:14.
