NY to tax volunteers

From the bureau of no good deed goes unpunished:

It seems that people who went to New York as volunteers and worked for nothing more than 14 days will have to pay New York taxes on any paychecks they got from back home. It seems that New York needs the money. I wonder if they can tax tourists who spend more than 14 days in New York? The ruling seems especially aimed at Franklin Graham and Samaritan's Purse which set up a field hospital in New York City Central Park, drawing the wrath of the NYC Mayor because Graham says that sodomy is a sin.

"Health care workers that came to New York to help fight the coronavirus pandemic at its epicenter will have to pay state taxes, according to the governor."

"...Even though the state government asked thousands of people to come to New York from out of state to help fight coronavirus, they will have to pay New York state taxes, even on income they might make from their home states that they're paid while in New York."

Health workers that volunteered to come to NY during pandemic have to pay state income tax: Cuomo

Is this a new law, or is it just complying with existing law prior to virus?

Is it law or just another executive order the Noble Class believes have the force of law?

I thought that it was a pre-existing law. Here is the article from Life Site News that linked the article that I used above so maybe you can tell me. It is just incredible to me that NY can tax money from other states because you were working for nothing in NY for more than 2 weeks. I guess that if you do a kindness in an emergency, you should be punished in NY.

It appears to be existing law. If I understand it rightly, whatever money was earned during the time they were working in New York is subject to State income tax. I’m not sure how progressive the scale is but I think the upper end is about 10 percent.

It appears to only apply to workers, not the organization (Samaritan’s Purse)

1) Box E-1 asks how many days you spent in NY City (of the NY state Tax return form)

The standard deduction for a couple is $16,000

As stated - if you are working, without pay - you pay no tax
For the purpose of NY City - there were those who volunteered to work for pay in NYC.
In addition, NY City has an additional income tax.

But I'm sure there are expenses a person could use as deductions.

But IMHO - those who came should not be subject to NY State/City if they came from out of State.
In fact, I may just send a letter to my State Senator.
