Don't the news work its way up to the plateau. There are operational missile defense systems in Alaska and Hawaii. President Bush had signed treaties to build one in Eastern Europe before he left.

Playing historical "what if"s is an interesting mental diversion, we will never know. However I think Reagan's presidency was irrelevant to the collapse of the USSR. It was crumbling from within, as evidenced by the failed coup d'etat when Yeltsin and Gorby held on.If your assertion was true, then it would stand to reason that the USSR would have fallen when it did...even if Jimmy Carter were president.
