There is no doubt that, unlike Romney, Obama is waging a campaign of hate and division and has no problem throwing out the race card. But in this instance and considering the context as a whole I do not see it here.

The problem is the phrase "back in chains" which would indicate the people he was talking to had once been in chains.
I have a different take on this.
It was the race card - and not a gaffe - but a race card played in a different way than normally played.
The use of the words "back in chains" was intended for African Americans.
Obama and the Dems are worried because Obama's support among African Americans has dropped.
He will still get a huge majority of the African American vote - among African Americans that actually vote that is.
Obama is afraid that African American voters will tend to stay home this time around - and if too many do Obama is in real trouble.
The charged rhetoric was intended to get out the Black vote.
I doubt that you have any concept of the way many blacks obsess about the history of slavery!
Why?
I have no idea as to why. Only you can answer that!
Just before the line he talked about people being 'chained to Wall Street'
The line before that was about "unshackling Wall Street" not people being "chained to Wall Street".
The line before that was about "unshackling Wall Street" not people being "chained to Wall Street".
"For months, Speaker Boehner, Congressman Ryan and other Republicans have called for the 'unshackling' of the private sector from regulations that protect Americans from risky financial deals and other reckless behavior that crashed our economy," Stephanie Cutter, deputy campaign manager, said in a written statement. "We find the Romney campaign's outrage over the vice president's comments today hypocritical, particularly in light of their own candidate's stump speech questioning the president's patriotism."
Biden's comment was a response to Republican comments made almost exactly in the same manner:

I don't follow your rationale. Romney and others were talking about unshackling Wall Street as the result of Dodd Franks.
Only a democrat would twist that into: "They're gonna put y'all back in chains." to an audience composed in large part by blacks!
There was no attempt by Biden to be subtle in playing the race card in this instance; it was blatant. I am surprised at the apologists for Biden!
That's right, and Biden was playing off of that.
Ok don't pull a Zaac here. No one is an apologist for Biden. I do not want him there any less than you or anyone else. But we need to treat people with fairness and not overreact to everything they say. it is just not necessary to show why they do not need to be in office. It was not blatant or even in existence.
Someone still needs to explain what "chains" Biden was talking about then.
What "chains" had been removed from people that the Republicans want to put back on those same people?
It's not enough to say that Biden wasn't making a racist charge.
What was he saying then?
shackles and chains.....same thing
You are getting there. Romney was talking about removing shackles. Biden was talking about putting chains back on! Putting chains on to an audience composed of a large number of blacks is race baiting. It is sad that you and C4K want to question the validity of the thread because you are unable to see this. He is in Ireland, you are in New Mexico, I am in South Carolina!
