If Obama was concerned about public service, he would be promoting the Boy Scouts of America. No, he needs a "new" corps. There's more than this in Obama's campaign that parallels rise of the Nazi party.

Seriously...I'd be scared to let my church participate. With government money comes government control.
Besides...we do tons of volunteer work already.

The OP said he would encourage voluntarism. His theory is community involvement would make less need for government and would take us back to the biblical principal of being our brothers keeper. One program he mentioned was giving college tuition help to volunteering college and high school students. My Mother, as a Senior, volunteers at a senior a coupe of days a week and finds great personal reward and self worth for doing so. We also have seniors that volunteer to help serve lunch at the public schools which means less government paid staff.

Hey, I don't like Obama's stances... I didn't vote for him... I consider him a very evil man... But everyonce in a while he will have a good idea... and this is one of them...
As the church, let's show em how community services should be done...
In the church, it is called community MINISTRY...
Instead of crying because we lost the election... lets go out and show em how to do it right...

In other words, "forced" or "mandated" became "encouraged." Folks are still railing about the original wording.

Even so, the requirement would be for middle and high school students and it still says encourage when it mentioned seniors.
