I think "property" referred to real estate and taking private property for public roads and whatever. I agree that taking private real estate for shopping centers is not proper and the several states are taking corrective legislative action.

I doubt that you are correct in your analysis.

In context - the Framers most likely were also considering things like the army coming through and taking your horses or other livestock for their own use.
