They did pass a law, the Ban on Partial Birth Abortions, signed by President Bush and upheld by the Supreme Court. A similar law was twice vetoed by Clinton.

A law passed by Congress would not stop abortions or over rule Roe v Wade, only a Constitutional Amendment will do that.

That is utter nonsense. An executive order cannot over turn a Supreme Court ruling.
