Ezekiel prophesied to the exiles. The Judaeans were suffering 70 years of exile, while the Ephraimites & other tribes had been exiled & scattered for many more years. We don't know if Jeremiah's 70 year prophecy had been given. Isaiah's prophecies may have been known, or forgotten, & there were plenty of false prophets. So the exiles considered themselves dead to all the promises -
37:11 Then he said unto me, Son of man, these bones are the whole house of Israel: behold, they say, Our bones are dried, and our hope is lost: we are cut off for our parts. 12 Therefore prophesy and say unto them, Thus saith the Lord God; Behold, O my people, I will open your graves, and cause you to come up out of your graves, and bring you into the land of Israel. 13 And ye shall know that I am the Lord, when I have opened your graves, O my people, and brought you up out of your graves, 14 and shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the Lord have spoken it, and performed it, saith the Lord.
Ezekiel's prophecy is to give them hope, to encourage them to be faithful to the LORD in their exile; to live in hope so they would be eager to return & rebuild city & temple. Synagogues were established around the Mediteranean & as far as Persia & Egypt & North Africa. It seems these continued & received the Gospel preached by Paul & others.
Ezra, Nehemiah & Esther record the fulfilment of the prophecies. Haggai, Zechariah & Malachi prophesied to those who returned & we can read how the priests & people were less than whole hearted in their service to the LORD. So God sent the long-promised Messiah.
Many thousands responded to John's preaching, & to Jesus in his 3 1/2 years ministry, including Samaritans/Palestinians. Thousands (the world) followed him & he had a tremendous welcome into Jerusalem. At Pentecost 3,000 responded, & 5,000 a few days later. Acts records how all sorts of Jews responded to the Gospel, before it was opened to the Gentiles. The fact that the Jewish leaders rejected their Messiah & his followers cannot frustrate the promises & prophecies of God. The Gospel has continued open to the Jews with the welcome of the Father to the prodigal.
Thus the Gospels & Acts record how the promises to Abraham were being fulfilled by the LORD Jesus Christ by the Gospel.
How today's Jews, continuing the the rejection of their Messiah, regard the Palestinians, Christians, Muslims & others, is not a valid interpretation of prophecy. Prophecy - Rom.11 - looks for their repentance rather than continuing in unbelief. Only by belief in the LORD Jesus Christ will
all Israel be saved.

47:22 And it shall come to pass, that ye shall divide it by lot for an inheritance unto you, and to the strangers that sojourn among you, which shall beget children among you: and they shall be unto you as born in the country among the children of Israel; they shall have inheritance with you among the tribes of Israel. 23 And it shall come to pass, that in what tribe the stranger sojourneth, there shall ye give him his inheritance, saith the Lord God.
