Prov says "Train up a child in the way he should go: and when he is old, he will not depart from it.

Is this verse a command with promise, or is it simply a wise saying?

If this is a command with promise, then if you kids go astray, (assuming the parents properly train the kids - what does that mean?

It's proverbial wisdom. It is not an absolute promise. It's generally true, but not absolutely true.

If parents do not choose their kids friends carefully ....... The righteous choose their friends carefully, but the way of the wicked leads them astray. Proverbs 12:26
