Most election polls had Clinton winning by 2-3%, and she did win the popular vote, which is what polls measure.

This poll shows Rasmussen as an extreme outlier.

Yes, correct. All other polls show a tilt toward negative job approval. All except one other poll shows a double digit spread toward negative job approval. But Rasmussen says there is no spread. The Rasmussen poll is an outlier.
