Socialism is not concerned with the welfare of everyone. Socialism is concerned with governmental control. Mussolini and Peron and Pope Francis are all fascists and each of them was only concerned with his power base, as you suggest, and each of them was socialistic.

Fascism is socialistic; nazism is socialistic; communism is socialistic; and Jewish Bernie Sanders is socialistic and honeymooned in the USSR and interned at a Stalinist kibbutz, a socialistic farm, in Israel, as you know.
