Basically lowers penalties involving sex acts with minors by adults.

This evil is coming from the democrats, but some I am sure like it, otherwise how could this have passed and is going to the governor's desk for his signature approval.
Applies to victims between ages 14 and 17

Why is that?
For at least a couple of reasons:
  • A ton of Conservative Republicans moved back to where they came from when the Aerospace industry imploded at the end of the Cold War.
  • What conservative Republicans were left turned nativist and went after illegal immigrants. The issue with this is California Anglos historically has major problems differentiating between illegals and legals. Legals include folks whose families had been in California since before the American takeover at the end of the Mexican-American War.

Population of Calif is 40 million. There are 40 Senators and 80 house members.
29 D and 61 D ( 72% & 76% respectfully)
Population of LA is 4 million - thus 4 Senators and 8 houses

The Population of the Top ten cites of Calif is about 15 million - so
that would equate to 15 Senate seats (37%) and 30 house seats (37%)
Since Urban areas tend to be D - the cities give the D a good %

and with some Gerrymandering - should be easy to get those high %.

The power balance also shifted when the SCOTUS made their one man one vote decision. Before that State senators were chosen by county. Now, there are chosen by population.
