Shaming NCO?

How would you advise this NCO?

So i have another NCO in my section that is not performing his duties, but rather trying to get everyone else do his job for him, and has no problem letting his joes work through lunch while he goes and eats. I confronted him today and he pulled time in grade (he has been an E-5 5 years), so i dropped the issue for now. Any advice on how to deal with this situation?

We used to call any NCO that ate before the troops "Sergeant Yum Yum" until they say the error of their ways. A little light hazing/fun, before going nuclear.

Time in grade? Oh boy. They are both of equal rank and one person is certainly not doing his job and the other person was right in calling him out.

I would start off by pointing out that he's been an E5 for 5 years. That's not a good thing.
