I dunno, BW may be correct on this point.
If their life was OK to wonderful, why would they do the stuff that leads to arrest?? I know there are exceptions, but for the average jail-bird (and I'm just psychoanalyzing here), the "inside" just may be better than the "outside".
My wife does prison ministry every week, and virtually all of the ones she talks to came from a very dysfunctional background - far worse than I can honestly imagine.
Again with exceptions, but generally the rule.
