The small business optimism index has returned to its historical base normal number of 100. The index at the end of July 2020 was 98.8. Contrast this to when the number was at 91.2 at the end of April 2020.
Note that the index languished around 95 for most of Obama's second term. It did reach a low of 87.2 in November 2012 (just after he got reelected) and reached a high for Obama of 100.3 in December 2014.
Notice the index was at 94.9 at the end of October 2016 and rocketed to 105.7 by January 2017 (after Trump was elected.) The index reached a high of 108.5 in August 2018. This is the all-time high number for the index which was created in January 1986.
