How can you say that with such certainty?
I have no idea what things God is doing in the lives of His individual children around the world, but you seem to know of some promise of God that He is through revealing anything to anyone.
Clearly there can be no revelation from God today that contradicts scripture, just as no scripture contradicts earlier revelation. I would also be very skeptical of any claim of new “scripture” being revealed since such a claim would be expected to be accompanied by the sort of irrefutable evidence that verified the earlier Prophets and Apostles.
However, I think it both possible and probable that God is still opening the heart and mind of people (specific individuals) to reveal truths hidden within God’s word and personal truths important to their journey from sinner to glorification.
The Holy Spirit indeed imparts to us wisdom and understanding of what was already revealed to us in the Bible, but he has no additional revelations for us since John died!
Much of modern day Charisma does just that, adding fresh and new so called "revelations" to the scriptures
2 Timothy 3:16, paul very sure that no additional revelations were still yet to come!
I have no clue how you reach your conclusion from that verse. That's like 2 + 2 = 7.68
To have revelations from God meant had to be inspired by Jesus, none qualified for that since John passed away!
The Scripture you use to support that conclusion?

Name one book added to scripture by Charismatics.
Most “Charismatics/Pentecostals” that I am acquainted with, offer personal revelations intended to encourage or exhort a fellow believer. Some appear to be attention seeking frauds and most seem sincere. None would willingly contradict scripture or suggest that their revelation needed to be added to the Bible.
Please provide specific evidence if you intent to slander our brothers and sisters in Christ en masse.
You really have not seen nor heard the heresy that spew out of the months of Kenneth Copeland, Fred pricve, benny Hinn, Joel olsten et all on a continual basis?
What additional revelation would God need to give us that was found lacking in the Bible then?
If something was lacking in the Bible until xyz later said it, what would that do to the "sufficiency" of Scripture.
It is almost as absurd as saying there was no perfect Word of God until the AD 1611 Anglican Version. If man-made, it is not without error.
The answer is 42.

Exactly what year did God become silent? Can a Scriptural case be made to support that?

I do not listen to TV evangelists.
I am not sure that Joel Olsteen is a Christian based on his emphasis on personal improvement, but I have to ask if he is even a Charismatic? He appears to be a Prosperity Gospel Baptist with no Charismatic/Pentecostal leanings.
This offers me an opportunity to answer another question raised. In a Pentecostal/Charismatic church, God could provide a revelation to a member to exhort a member of the body caught up in the Prosperity Gospel to focus their attention on treasure that will last ... a message that is personal, not contradicted by scripture and not needed to be added as a new book to the Bible ... but a revelation that would be beneficial to both the giver of the message and the hearer (helping them to fulfill the one another commands) and an encouragement to the Body of Christ that the Gifts of the Holy Spirit are still active in building the body of Christ just as the Word of God promises they will be.
In most Baptist Churches, charismatics are viewed as disruptive and asked to stop or leave. (1 Thessalonians 5:19)

At your challenge, I just attended the 6-14-2020 Sunday Service of Pastor Fred Price Jr. of Crenshaw Christian Center, Los Angeles, CA.
So where in his message is anything close to heresy or Charismatics?
I can’t really spend forever searching, so why don’t you just point out a few of the many charismatic heresies you have seen and heard.
Some of the major heresies spewed foeth from word of faith teachers especially are:
Jesus died spiritually on the Cross, and had to get born again in hell
Jesus never claimed to be God, but was a Man used of and by God, annoited with the Holy Spirit and knew laws of faith
We are as much Incarnation of God as Jesus, but we are just ignorant of that truth
We are gods
We can confess and make reality as we desire, as God gave us the power in our tongues to call things to exist just as he does
God is granting today to His Modern Apostles and prophets additional revelation
God granted us divine health, no Christian need to ever be poor or sick
Not him, his father, who claims Jesus spiritually died while in the garden and had to get born again in Hell, and who taught that we can write our ticket with God, as he gives to us by our faith levels, as His was Rolls Royce, and others a Pinto!
