The constitution merely says that the President should notify Congress. It can be done in writing and has been done in writing in the past by the Founding Fathers. Since you already know that, why do you pretend differently?

You're confused. I didn't pretend anything . Nor did I say it couldn't be done in writing. The Democrat Presidents, like a long line of Democrat and Republican Presidents before them chose to do it via television. Get over it.
