A couple of things to keep in mind - FERPA prevent the administrators, teachers, and board members from saying anything.

What did the bible say about doing something the government asks like carrying a pack for a few miles?
How do you think this should be interpreted when asked by the government to take an English test?
I can understand if the test were forcing someone to do something against God - like evolution, or Islam, sex-education, or for some people even saying the pledge . . . but an English test?
I think it is more important to fight our battles for the best causes and not for poor causes.
