There is nothing to reconcile.

God ordained all the dictators of the world to be His authority on earth to stop wickedness. Those dictators went against God when they told their citizens to disobey God's moral law. Like John and Peter, when we are being told to go against God's moral law, we must politely decline and thus face the consequences of following Gods moral law.

Now Reynolds, you and I both know that the US government is not mandating you to break the moral laws of God by receiving the Covid vaccination. It is you who is rising up against God's ordained authorities and telling them that you will not obey them. You are in direct disobedience to Romans 13 and God tells you exactly what you should expect from the government that he has ordained to rule over you. Moreso, God tells you directly that you are fighting against God Himself.

So, the only question here is this: Will you or will you not repent?

No need to repent for following the recommendations of the government God has ordained to rule over me. I am following the command of Romans 13. That seems to make you uncomfortable. You should be uncomfortable and your conscience should be eating at you for your rebellion against God. You still have time to repent.

When God reveals my error, I repent. I am not in error regarding Romans 13. You, however, are disobeying God in this regard. Thus, for you, there is the call to repentance. Your fight is not against me, but against God.
