Romans 10:1 - "Brethren, the good pleasure of my own heart, and supplication to God on behalf of Israel, is for salvation" (Greek text)

It is the desire of the Apostle Paul, that the nation Israel, from whom he came, were indeed saved. Paul here desires and prays for his own nation and their salvation, because he fully believed that is exactly what his God, Who is the God of the Holy Bible, also desired. Of Whom we are told, "is willing that no one should perish" (2 Peter 3:9). If Paul did pray for the whole nation of Israel's salvation, then surely he must have believed that God would have made provision for their salvation, in the Atonement of the Lord Jesus Christ. Otherwise his plea would be completely meaningless, if ALL their salvation were not a possibility! Sure Paul knew that ALL of Israel would never be saved, as they would never ALL comply with the way of salvation through the Lord Jesus Christ, Whom the majority did not accept as their Messiah. However, Paul would never have prayed this, if it were not in God's will or plan to save, "everyone without exception", as this would be to pray against the will of God. Since Paul wrote under the guidance of God the Holy Spirit, we can safely conclude, that Paul's desire was also that of God! AMEN!

First Paul didn't utter a word of 2 Peter 3:9. Peter did.

Second you shouldn't be trying to tell anyone what was in the mind of Peter or Paul. It's self-serving and shows your bias.

Third, I don't fault you for having a bias, but unless you can back it up with scripture it's not helpful.

Fourth the context is about the return of Christ. It was spoken by Peter to believers.

Fifth, here is the verse in the ESV:
