Yes, it future and thus the word 'inherit'.
Also, the passage addresses a specific group called 'the meek' which is a qualifier regarding that which this 'group' will 'inherit'.

The qualifier 'meek' denotes the characteristic which is the identifier regarding those of the family. They are seen as being in the likeness of their progenator and thus reflect His character because it is their character as well. (you can call it showing a family resemblance :) )

Now there is quite alot that 'meek' entails but what is to be remembered most is that it is a quality that saturates every area of our spiritual lives.

I describe the term 'meek' in this manner: Even though you have every right, you set your rights aside for the sake of another.

I believes it refers to the Saints after the general resurrection and judgment dwelling in the new heavens and earth.

The meek shall inherit the earth was being quoted from Psalm 37. I believe it refers to blessings God has if we humbly WAIT on God to fulfill His purpose for us. Inherit the Earth is a way of saying the things here ....inherit the land is also spoken of in Psalm 37. God took them out of Egypt and was taking them to inherit the land, but they blew the being meek part by doubt, pout, and did without.
