Does God impose a penalty for sin? Yes.

Proverbs 27:12 NASB
A prudent person sees evil and hides himself;
the naive proceed, and pay the penalty.

‘Your lewdness will be requited upon you, and you will bear the penalty of worshiping your idols; thus you will know that I am the Lord GOD.'”

The wages of sin is death, separation due to unholiness from our Holy God. Romans 6:23

Due to Adam's sin, humans are made sinners, separated from our Holy God. Romans 5:19

Acts of the Apostles 20:28
“Be on guard for yourselves and for all the flock, among which the Holy Spirit has made you leaders, to shepherd the church of God which He purchased with His own blood.

Thus, Jesus sacrificed His own physical life to purchase or acquire out of their sinful unforgiven state, not only those to be forgiven (i.e members of the called out (transferred into Christ) assembly, but also those never to be saved, (2 Peter 2:1). He laid down His life as a ransom for all. (1 Timothy 2:6).

Christ shed His blood, sacrificing His life, for the forgiveness of sin. (Hebrews 9:22)

Hebrews 10:29
How much more severe punishment do you think he will deserve who has trampled underfoot the Son of God, and has regarded as unclean the blood of the covenant by which he was sanctified, and has insulted the Spirit of grace?

Here "sanctified" refers to being set under the New Covenant in His blood, rather than being made Holy by the washing of regeneration.

In summary, Christ purchased humanity with His blood, becoming the means of salvation for those to be saved and those never to be saved, such as those addressed in Hebrews 10:29 and 2 Peter 2:1.
