If was all nations it applied to as the same as all men... So how are all nations going to get to Jerusalem?... Beam me up Scotty?... That OT scripture was reserved for Jews only... If I was you I would look at what Peter said:

Acts 2:5 And there were dwelling at Jerusalem Jews, devout men, out of every nation under heaven.

6 Now when this was noised abroad, the multitude came together, and were confounded, because that every man heard them speak in his own language.

7 And they were all amazed and marvelled, saying one to another, Behold, are not all these which speak Galilaeans?

8 And how hear we every man in our own tongue, wherein we were born?

9 Parthians, and Medes, and Elamites, and the dwellers in Mesopotamia, and in Judaea, and Cappadocia, in Pontus, and Asia,

10 Phrygia, and Pamphylia, in Egypt, and in the parts of Libya about Cyrene, and strangers of Rome, Jews and proselytes,

11 Cretes and Arabians, we do hear them speak in our tongues the wonderful works of God.

Sure, there were individuals there that came from other nations, not the entirety of nations.

You were saying?

My literal approach to understanding the Bible tells me that all nations means all nations. For example, China existed as a nation under Emperor Guangwu during the time of Christ. No mention of Chinese folks dwelling in Jerusalem in your example.

How do you square that with…

Zechariah 14:2 - For I will gather all nations against Jerusalem to battle; and the city shall be taken, and the houses rifled, and the women ravished; and half of the city shall go forth into captivity, and the residue of the people shall not be cut off from the city.

That was between Rome and Jerusalem. I see one nation against Israel, not all nations.

There were many more nations than just Italy that comprised Roman civilization in 70 AD:

Strict literalism like that is ridiculous and puts you in a very small box.
If I am going to be as honest to the text as possible then that is what I am commanded to do.

2 Timothy 3:16-17 - All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness: That the man of God may be perfect, thoroughly furnished unto all good works.
