It is the human will that is leading one into sin and into hell. One aspect of sin is willful rebellion against God - "transgression."
There can be no possible salvation without first saving the will from its rebellion and resistance toward God.
The human will is nothing but the servant of the emotional and intellectual aspects of man or his heart as both terms translated "will" prove that.

The salvation of the human will is obtained by giving a "new" heart which is a willing heart or a new want to. That is accomplished by regeneration/new birth.
This transformation by divine quickening is laid out in Ephesians 2:1-3. Verses 2-3 describes what they were BEFORE quickening (v. 1) and Ephesians 2:10b describes the consequences AFTER quickening.
Those who oppose this truth are simply confused concerning the difference between spiritual and judicial life as the former logically precedes faith while the latter chronologically follows faith. It is the difference between life as a child verus life as an heir both of which are "eternal" life. Hence, eternal life logically precedes faith (not chronologically) and eternal life chronologically follows faith. Context determines which is being referred to.

The law has judicially condemned man to eternal death. Faith in Christ reverses that judical condemnation to judicial justification of life. Neither contradicts the other.
