I don't know if the War of Northern Aggression could have been permanently avoided or not, BUT, I do that if the suggestion offered by POTUS Franklin Pierce's Secretary of War (1853-57) advice would have been implemented in the mid-1850's, the firing on the Union Army's Ft. Sumter (which most historians will tell us was the "spark" that ignited The WONA) probably would not have happened.
His advice = Let the Atlantic coastal forts (such as Sumter) be manned by the state militia of whatever state in which said fort is located. Thus, realizing a signicant cost reduction in defense spending. :applause:
Pierce's Secretary of War = Jefferson Davis!
