The whole world has been effected by Adam's disobedience. All of creation especially after the Flood, then we only have Noah's descendants. Yes, God loves the whole world, but then qualifies humanity, by, "He sent His only begotten Son." A specific human for a specific purpose, but the world was narrowed down to include all humanity. "That the world, mankind, may be saved. No elect or chosen mentioned to Nicodemus or whoever reads chapter 3.
19 “Now this is the judgment: the light has come into the world, but people loved the darkness rather than the light. Why? Because their actions were wicked.
20 For everyone who does evil things hates the light and avoids it, so that his actions won’t be exposed.
21 But everyone who does what is true comes to the light, so that all may see that his actions are accomplished through God.”
Yes, some will not want it, but that does not mean they were not part of the all. For this reason alone, is free will. Some have a desire to hate the light. Not that they are forced to hate it. It just comes naturally.
No! Atonement is not limited, but once a person decides to love the light, not forced, but they will enjoy the status of all of the attributes of Paul's doctrine.
Even here, people argue sinfulness is natural tendency, and not a choice, but, that would rule out experience and environment one is subjected to. That is what Satan accused Job of, Job 1:8-11
8 And the Lord said unto Satan, Hast thou not considered my servant Job, how none is like him in the earth? an upright and just man, one that feareth God, and escheweth evil?
9 Then Satan answered the Lord, and said, Doth Job fear God for nought?
10 Hast thou not made an hedge about him and about his house, and about all that he hath on every side? thou hast blessed the work of his hands, and his substance is increased in the land.
11 But stretch out now thine hand and touch all that he hath, to see if he will not blaspheme thee to thy face.
Satan accused Job of being elected of God for only good. God proved that Job still accepted God, even in trouble, because that is what Job chose. God blessed Job because of his right ness, not because God elected that life for him. It never says that Job was right, because God forced him, predestined it for him, or because God knew Job would naturally be right, because of his great environment.
The predestined part, was that God decided before hand. He then carried out the plan after 5000 years, then said it all happened even before the world was created. So no, there is no limit to God's Will, Atonement, knowledge one bit.
The limit is only in our understanding and interpretation. But to keep accepting and propogating a lie is also free will in action. God does not force humans to be false prophets, even if it leads folks astray. All we like sheep have gone astray. They did that which was right in their own eyes. God even loves us when we go astray or accept an opionion as fact. Look at Mohammed, Joseph Smith, name your deception and God still loves those decieved. They are all still covered by God's Atonement, even if they preach another Gospel. They do have to accept the Atonement. It is an individual choice, not because one has fellowship or membership in any type of group.
