Unequivocally ...... true.
If we could do something to make God love us more, then our works would be more powerful than the love of God. The love he had for us from the beginning - before the foundation of the world - is a love that sent his only son to the cross to become sin for us.
That is the pinnacle of love. God loved us with the greatest love there is from the start.

Rom 8:38 For I am persuaded, that neither death, nor life, nor angels, nor principalities, nor powers, nor things present, nor things to come,

Today (08/16/2015) in our church's Sunday morning corporate worship service, we sang a song whose lyrics were written by F. M. Lehman in 1917 entitled "The Love of God."
This song's lyrics come about as close as a person can come to describe God's love for His children:
The love of God is greater far
Than tongue or pen can ever tell;
It goes beyond the highest star,
And reaches to the lowest hell;
The guilty pair, bowed down with care,
God gave His Son to win;
His erring child He reconciled,
And pardoned from his sin.
O love of God, how rich and pure!
How measureless and strong!
It shall for evermore endure
The saints' and angels' song.
When years of time shall pass away,
And earthly thrones and kingdoms fall,

The section of Romans 8:28-39 applies to believers only. You know, the called, predestined elect ones. It has no bearing on all of humanity.
OK, I've got two direct answers of "no" to my question.
So, as a Christian if I read my Bible everyday, and pray, and memorize Bible verses, and witness, and pass out tracts, and give to the local church and missions, volunteer in soup kitchens, visit orphans and widows, take communion, God won't love me any more than He does now?

I suspect that love grows with God as our relationship with Him matures. But, not according to our deeds, rather from what is in our hearts, of which He judges perfectly having given every man that comes into the world the measure of faith by which a relationship with Him could mature. Rom 1:19-21.

2. Love does not mean never being angry or that there will not be times of barriers between God and us (like when we sin and the fellowship is temporarily broken). See 1 John chapters 1 and 2.
3. Think of the love of a parent for their child, even if the child commits murder or whatever, the grief, anger, hurt the parent feels is from the ongoing love they have for their baby and will never cease loving them.
4. Refer back to number 1.

If you could make God love you more than He does now, then this verse would not be factual: "For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord." We simply can't improve the value of a gift, especially one that wipes out all our sin; returns us to God's favor; and affords us adopted sons and daughter status with the Creator, Jehovah God.
