Three states refuse to give voter roll data to President's commission on election integrity

What do the other states have to do with who is elected by a sovereign state?
If the results of these hypothetical elections change electoral vote counts or send representatives not lawfully elected to Congress, I'd say that the people in the rest of the union have something to do with the situation.

What difference does it make? Electors are free to vote for anyone they want to. Some states have state laws that bind an elector to whichever party won the state, but the state legislatures can repeal that law and the electors are free to vote for whomever they please.

There's still the matter of house/senate seats, which could flip control, block an appointment, & etc.

Again, I don't see this as a likely or imminent problem, but it's not outside the realm of possibility, either.
