Do you think that Peter was speaking to the elect? How did he know they were the elect? The Only ones who God identifies as the elect are the children of Israel. And of Course, Peter is the leader of the Church in Jerusalem, so He was speaking to those whom God identified as the elect. Paul however, in his writings, was speaking to the Gentiles who were not considered in scripture to be "the elect", until they through their own faith become part of the family of God.

Peter is not speaking of "an elect", and yes he is speaking to Christians (not Calvinists nor Armenians) to inform them that the reason they have not yet seen the promise is that God's plan is still being carried out so that all mankind has the opportunity to be saved.

Read the scripture again. It is spoken to Christians, the context of the 'us-ward' is taken of Christians. It does not speak to any such weakness of God that His divine plan is being withheld in hopes that those yet unsaved might join in.
"...wanting nobody to be lost and everybody to be brought to repentance."2 Peter 3:3-10. First of all, do not forget that in the final days there will come sarcastic scoffers whose life is ruled by their passions. `What has happened to the promise of his coming?" they will say, "Since our Fathers died everything has gone on just as it has since the beginning of creation!" They deliberately ignore the fact that long ago there were the heavens and the earth, formed out of water and through water by the Word of God, and that it was through these same factors that the world of those days was destroyed by the floodwaters. It is the same Word which is reserving the present heavens and earth for fire, keeping them till the Day of Judgement and of the destruction of sinners. But there is one thing, my dear friends, that you must never forget: that with the Lord, a day is like a thousand years, and a thousand years are like a day. The Lord is not being slow in carrying out his promises, as some people think he is; rather is he being patient with you, wanting nobody to be lost and everybody to be brought to repentance. The Day of the Lord will come like a thief, and then with a roar the sky will vanish, the elements will catch fire and melt away, the earth and all that it contains will be burned up.
