It would appear that this really has little to do with Trump or Mnuchin. A leading comment (see below) to the linked article tells more of the story (see its link also). A changeover announcement in 2016 indicated it would take a decade or more:

The press is trying to paint Mnuchin and the Trump administration as bigots for just restating what OBAMA's Treasury has already said about the timing of the new $20's. Back in 2016 the Obama Administration announced the Tubman bill would not be in circulation in 2020, and that security issues made it impossible to state when the bills would actually be in circulation.

There have been 53 people on US banknotes. All were white men except one Indian chief (I was surprised at that) and one First Lady (Martha Washington). Do you think this is just due to chance?

With Trump's election, I've looked back at American history and learned quite a few things. This paper money question is a small things but indicative of American history. The battle that's on is for the heart and soul of America. A lot of things need to change for us to live up to olur forefather's dream.
