Charity is not the job of government. Government doing the job of the church takes away the ministry opportunity of the church.
I believe in limited government. Limited to the scope of the vision of the framers of The Constitution.

That's a very libertarian take on the role of government. Unfortunately, charity is unable to met the needs of people. That is why courts appoint free lawyers. A libertarian government is intrinsically secular, or atheistic. Thomas Hobbes is the father of secular atheism when writing that the nature of man is one in which we are in a state of war with each other. He wrote that out of necessity we created limited government to reduce that state of war.
Jesus, however, did not teach that were are in a state of war with each other.

Experts said there were likely very few, if any, restrictions on movement between the two, making the situation more akin to fleeing a state than another country.
