This will be the second ship named after the late MA2 Miller. according to the last line of the article cited above:

Previous to the planned carrier, the Knox-class frigate USS Miller (FF-1091) was named in honor of Miller.​

Also as I understand USN construction and contract procedures, this carrier and her name pre-date the current POTUS election.
