Were the 12 Apostles supposed to be 12 tribes of Isreal in the "new Isreal?"

Thing is that when the jewish peoples as a whole rejecting their King, per the plan of God, He postponed at that time ushering in the Kingdom upon earth, and set up his Church...

Once the fulness of the gentiles come in, will turn back to dealing with isreal and fulfilling promises made to them...

So its more and/and , not either/or isreal /Church!
