Were the Apostles ALONE Given This way To Intrepret OT text?

When Matthew used text of israel and Egypt for Jesus and Egypt, and when Peter applied Joel..
HOW the Apostles were able to get exegesis from Old into the New, by allowing OT to reference events that were not originally spoken about, almost as if they were given "double" fulfillment intrepretation for OT texts...

Was trhat way to view/see OT texts as contrasted to NT only for them to be able to use?
