the rotate across the country to give pastors from churches in various areas an opportunity to attend

I am SBC. They are going to Cali so the small south eastern churches can't attend and the liberals can in one fail swoop finish sending SBC to Hell in a hand basket.
Yeah, remember when they went to remote Salt Lake City, Utah for the 1998 Annual Meeting and we ended up with Paige Patterson as SBC President!

Yes, it's decided years and years in advance.
Here's front of 2016 SBC Annual which showed agreed-upon meeting sites for the next eight years!

the SBC Annual Meeting has been held out West a number of times:

Arizona three times (Phoenix); California three times (San Francisco twice, Los Angeles); Nevada (Las Vegas); Colorado (Denver); Utah (Salt Lake City); even Oregon (Portland).

And in the North:

Illinois twice (Chicago); Pennsylvania twice (Philadelphia, Pittsburgh); Indiana three times (Indianapolis); Michigan (Detroit); Ohio (Columbus); New Jersey (Atlantic City).

SBC Executive Committee member Guy Frederick of the Minnesota-Wisconsin Baptist Convention has even been pushing for the national meeting to be held in Minneapolis/St. Paul:

SBC Executive Committee Open Forum

"Guy Frederick...asked that a Southern Baptist Convention annual meeting be scheduled 'in the northern tier' of the U.S., perhaps in the Twin Cities."

And they can’t make last minute changes???
Baseball didn’t seem to have any trouble moving the all -star battle to CO from GA on short notice.
Maybe it just depends on the motivation!?!?!?

the small south eastern churches

The one I attend, we are already withholding funds, until, if ever, they get their act together.

im not going for the mask issue alone but im not going to wreck my natural immunity after having covid with the jab. So no im not going
That is what I was guessing. I would do the same if in your shoes. I believe this is why the liberals will be able to inflict massive damage to the SBC. The Covid captitulating, jabbed, mask wearers will be all that shows up. Hopefully this will be the water mark event that splits the convention. It is long overdue and much needed.
No way I am getting the jab. Sons and wife had Covid few weeks ago. Had to be Omicron because we all had alpha and Delta. I assume I had it too because I did NOTHING to avoid contact. I had a runny nose for two days, nothing else. Seems like antibodies doing their job. A double jabbed double boosted Doc here in town landed in hospital with it. Vaxed really seem to be working...
